Scopello Capital Partners is led by two industry veterans with more than 60 years of combined experience in commercial real estate investment and multifamily operations.
The firm's structure reflects how Scopello operates: Frank Marinello leads acquisitions, underwriting, and capital strategy; Scott Mencaccy leads operations and the BLVD Residential management platform.

Co-Founder & Managing Partner
Frank Marinello brings more than 30 years of experience in commercial real estate across acquisitions, development, repositioning, and dispositions. Prior to co-founding Scopello, he served as Vice President of Acquisitions and Development at Basin Street Properties, leading the acquisition, development, and redevelopment of $1.5B of multifamily, office, hospitality, light industrial, and mixed-use projects.
Frank's experience informs Scopello's disciplined approach to underwriting and capital allocation. He prioritizes capital preservation over aggressive return projections, applying data-based assumptions and stress-testing across multiple economic environments.
Frank holds a bachelor's degree in Business Administration from California State University, Chico, and is a licensed California Real Estate Broker.

Co-Founder & Managing Partner
Scott Mencaccy has more than 30 years of experience in multifamily operations and property management. He currently serves as President of BLVD Residential, overseeing more than 14,000 apartment units across California, Nevada, and Arizona.
Prior to joining BLVD in 2011, Scott served as President of Pinnacle Realty Management Company, directing operations and regional growth across the western United States.
Scott's operational expertise is the foundation of Scopello's integrated platform. BLVD Residential provides direct oversight of property management, leasing, maintenance, and construction — reducing execution risk and ensuring accountability throughout the investment lifecycle.
Scott holds a bachelor's degree in Finance from Pepperdine University and is a licensed Class B General Building Contractor in California.
Both principals invest their own capital alongside investors in every Scopello transaction. This co-investment structure is the foundation of how decisions get made — we underwrite for outcomes we would accept ourselves, and we hold positions with a stewardship mindset across the investment lifecycle.
